create_projecttakes what the project inherits (always-on rulebooks to exclude, rulebooks to subscribe, design system, seed the standard Systems);enter_projectasks the owner of an undecided project untildecide_project_inceptionrecords it; the New-project modal gains a second step and the project page an inception card; the Rules tab shows excluded always-on rulebooks. Exclusions are total across every rule surface, including the SessionStart block. Existing projects are stamped inherit-all (legacy) — no new asks for them.Migration 0085. Backup v10. Plugin 0.1.38.
