    Project inception (milestone 297, PR #124). A project's inheritance is a decision, not a default: create_project takes what the project inherits (always-on rulebooks to exclude, rulebooks to subscribe, design system, seed the standard Systems); enter_project asks the owner of an undecided project until decide_project_inception records it; the New-project modal gains a second step and the project page an inception card; the Rules tab shows excluded always-on rulebooks. Exclusions are total across every rule surface, including the SessionStart block. Existing projects are stamped inherit-all (legacy) — no new asks for them.
