Two commits:

  • d4666be feat(mcp): multi-user sharing ACL guard added to _INSTRUCTIONS.
  • 1d4c206 ci: main pushes now publish :latest (main is the production line); rules 47/46 + 10/4 updated on both instances.

This merge commit builds under the new workflow → publishes :latest (= current main, including both changes). Prod tracking :latest picks it up on next pull, which makes the ACL _INSTRUCTIONS live on prod and unblocks scribe task #595. CI green on dev head 1d4c206 (run #361).

main pushes now move :latest (in addition to the immutable :<sha>), so a
merge to main updates production's pointer directly — no separate release
needed just to refresh :latest. The v* release tag's distinct job becomes
the dated :<version> marker (it still refreshes :latest harmlessly). Still
no :main tag. Rules 47/46 + 10/4 updated to match on both instances.
