docs(6208): SettingsView comments state the reason, not the instance that taught it

Record and milestone citations go; the ACT-arm bar split and the per-arm
budgets state why they exist without the measurements that motivated them.
A comment about a removed think_enabled setting, pointing at a file that no
longer exists, is deleted, as is the story of a removed design-system picker.
