feat(flutter/cache): connectivityProvider + cacheSettingsProvider
connectivityProvider — StreamProvider<bool>; true when any connectivity result is non-none. No Wi-Fi gate per operator decision. cacheSettingsProvider — AsyncNotifier<CacheSettings> persisting capBytes / prefetchWindow / cacheLikedTracks via flutter_secure_storage.
