Milestone, issue, note and rule-number citations are removed. The
co_surfaces docstring states why paired rules need the edge instead of
retelling the instance that taught it; the list-rules and applicable-rules
docstrings drop the retired subscription history. The preference-restore
error string no longer cites a milestone.
