bvandeusen	07961dfe04	feat(fc2b): add /api/images/<id>/suggestions endpoints ... GET (ranked, category-grouped), accept (→ apply + allowlist; enqueues retro-apply when newly added), alias (create alias + accept canonical), dismiss (per-image rejection).
